Problem with MDM not populating API token

There is some sequence of actions that can cause MDM to not populate the API token. It is currently unknown what this sequence is, but the result observed was a problem with MDM > Configure DEP Tokens. When this occurred, clicking the buttons on this panel either did not respond or reported an error.
