ASR vs Standard OS First login packaging

I may have mentioned this before but I ran a few tests with the latest 2.1 with ASR vs installing the OS clean setting the same packages to first user login and multiple workflows. Each workflow is pretty much the same. I make one workflow for one user… then duplicate that and then just change the user. The workflows use the same pkgs, but had a different user essentially. During ASR, it only copies everything to the shared packages making the total size of the workflows on the thumb stick fairly small. However, with the normal clean OS install, even though I am using the same packages for each workflow, the first login packages are created for each workflow… tripling the size of the thumb. Why is this different?
