it is. The lock is to prevent any system changes, and the start/stop button is the only system change. The other items are MDM commands that are just web calls. Not sure how best to handle this.

My Two cents is that if there is a LOCK icon on the panel it LOCKS the WHOLE panel. As in Disable all buttons and check boxes until the panel is UNLOCKED, then make everything editable. A pain I know but better to be save than sorry.
