Web Service reports 403 forbidden

When adding an item to the Web Service panel the service responded with 403 forbidden.

Also the toggle switch in the upper right corner of the Web Service panel did not turn on when first adding the service item. When manually clicking it, it toggled on briefly and then automatically toggled back to off. Quitting and relaunching MDS helped to resolve this issue with the toggle switch and it could then be toggled on successfully. However the issue with 403 forbidden remains.
