User should be prompted to start MDM server when configuring MDM options

When first opening the MDM panel in MDS, if the user clicks any of the buttons on the Settings tab it could be good to prompt them to start the MDM server if it is not running. Currently when configuring push certificate if the MDM server is not running an error will be shown saying Could not connect to the server, requiring the user to back out, start the MDM server, then go back to configure push cert.

Verifying MDM server status when first navigating to the MDM Settings options could also be good to avoid Bonjour uncertainty issues when getting further into configuring MDM in this area.
