MDS will crash when turning on Sign Packages

After clearing preferences with the defaults delete command in Terminal, MDS will crash when going to the Packages panel and clicking Sign Packages. This only appears to happen the first time and will not occur if MDS is relaunched and Sign Packages is clicked again.

Correction: This also requires creating a new certificate when prompted after clearing preferences. Issue may be due to a conflict with the replaced certificate.

After reinstalling macOS and MDS this crash will still occur when clicking Create Certificate when first prompted, then going to the Packages panel without clicking Create Self Signed Certificate, and then clicking on the Sign Packages checkbox.
