Unexpected error shown when workflow resources path is from local network

If a workflow is created with the Packages and Apps folder set as a location on the local network, when saving to dmg or volume a error is shown saying:
The data couldn’t be read because it isn’t in the correct format.

turns out this is tricky than i thought. I use the install command to figure out what kind of package it is, and when I do that, I get the error:
"The package can’t be installed from a network volume. Copy the package to a local volume and try again."
I improved the error reporting, but I am not sure how to fix it. I don't want to copy the package locally, since that could be time consuming. Holding for now to see if others report issues with network volumes.
