Error in Mojave when workflow restores ASR by URL

Scenario:

1. A workflow running on a Mojave recovery partition
2. Restore macOS from an ASR file URL

Shortly after the workflow starts an error message is shown:

‌ /Volumes/Macintosh HD is formatted as APFS and you are trying to restore an HFS disk image

Using the same ASR file in a workflow that supplies it by SSD instead of URL does not show this message.

This did not occur when tested on Catalina.

Got this same issue in a Catalina environment for MDS 36240. Workflow was trying to use a 10.15.6 ASR disk image URL and failed with the same message that it was trying to restore an MFS disk image to APFS. Recovery environment was also 10.15.6 installed by a workflow that used the same ASR file using the Local Disk Image option in the workflow.
