Permissions error when saving MDM push cert

In MDM Settings > Configure Push Certificate when clicking Save an error message is shown:

There was an error saving the files. Please verify permissions and disk space and try again.

This error occurred both when trying to save to the Downloads folder or to Users/Shared.
