Typo on policy banner

In Sample Scripts resources the PolicyBanner.rtfd file has a typo in Winston Duarte’s title. The title should be “High Consul”. Below is a corrected copy of the full text that includes other small fixes.

This computer system is governed by the acceptable usage policy of the Laconia Empire and High Consul Winston Duarte. Use of this computer system is reserved for official Laconian business use only. Computer systems are the property of all Laconians, and any misuse will be treated as a direct attack on the peace and stability of the empire. High Consul Winston Duarte believes that computer systems are a great benefit for all Laconians and as such, should be treat with the utmost respect. If you disregard this warning and use this computer system inappropriately, it will be considered a dereliction of duty and you will be immediately sent to the pen. The choice is yours.
