CustomDesktop In Sample Packages not automatically setting on 4.1 and 5

In the release build of version 4.0, I have a wallpaper pkg created from the Custom Desktop in Sample Packages that works great in version 4.0 but when I move up to 4.1 and now 5, it doesn’t automatically set the wallpaper. The wallpaper installs but it doesn’t auto set. When I move back to 4.0 with the same package, it works fine.
