Automaton config startup delay timing does not match documentation

Documentation currently says time from plugging in automaton at option screen to when recovery menu navigation begins should be 198 seconds if startup delay is 120 seconds. Observed this with automaton startup delay set at 120 seconds and measured 265 seconds for this interval.

I confirmed that the delay does change when the delay value is changed in config. Unknown what is causing the additional 67 seconds involved.

Observed on MDS 1.3.1 build 8443 on Macbook Air T2
