Created user fails to login (build 9874)

Created a dmg with create user as admin, and hidden.

Deployed to a mac but when logging in it hangs and get no further

ssh in to the mac using the same login and it says home drive doesn't exist an top show CrashReporter running with high cpu.

Lots of refactoring in 1.5 for user creation and home. Please check to see if this still happens. Have not seen in my testing.
