App hangs when server is not available

If Signing Service is running on a local network machine and the machine goes to sleep, Signing Manager will hang on first launch and on refresh requests.

When the app hangs on first launch it needs to be force quit.

When the app hangs on a refresh request it first takes about a minute while showing the beachball waiting indicator, then displays a message saying:

The data couldn’t be read because it isn’t in the correct format.

After this initial wait, future refresh requests return immediately and display the same error message.
