UADIGITAL-1703: Fixed regression causing paragraphs edit UI to be too wide again.

This is an alternate fix for UADIGITAL-1703.

I took a closer look at the issue and determined that the issue is not limited to text format fields so the approach that I recommended at last week’s UA DIGITAL meeting (that @barrettbaffert has already implemented in his PR) may not cover all situations in which the problem could occur.

This PR forces the custom uaqs_content_chunks.css stylesheet to be attached to the paragraphs field widget itself regardless of what paragraphs types are added to the paragraphs field and regardless of what type of entity the paragraphs field is used on (i.e., node type, block type, etc).
