If not logged in and raise issue, pop up should come up.

Currently, if you are not logged into UDEMI, and want to raise an issue, it is showing an old log in screen. I think it should show the nice sign up pop-up instead.

The same for if you are not logged in and want to vote on an issue. It should then also come up with the sign up pop up.
