Set user location as default location for every issue/policy/action posted by user

To make the submission process easier, we should set the user location as default location for every issue/policy/action posted by user.

So if I were to post an issue, it would automatically have my location (Berlin) prefilled in the respective field. I can change that as a user if I want to.

This way we make the issue submission easier and get more issues submitted. Also, it is then clear for the user that the location should refer to your home location (important for our electoral services to work).
