Email altert for notification

In order to engage users more, it would be good to add an email alert if a user receives a notification.

So if a user has commented on my issue, instead of only the flag, I also get a standard Email saying 'someone commented on your content - check it out at udemi.org' or so

Note: Andre said that is implemented but is manual and not automatic
