Wrong comment in issue submit form

We need two small changes for the issue submit form:

1) The text used for the location is the same as for the tags. It has to be:

Choose where your issue relates to (for instance 'London', 'France' or 'Europe')

2) Lets have the location field before the tag field, because some users used 'Paris' for a tag

• the label error is only for new issues and not for edit issue
• move the location filed before tag field
