Filtering by a Topic Tag with more than one word in it doesn't work

If you create an issue with a topic tag of several words e.g. Weapons of Mass Destruction, and then click on that topic tag on the map, the relevant issue is not returned from the server.

- changed status to resolved
No longer relevant with the new map design. Also, we now have the 'Foreign Policy' category but the slug for that seems to be working ok.
