Download needs same fields as upload

Can the download have the same fields required for uploads? The uploads need student ID and advisor MyID. I imagine lots of users will want to download a list, modify it there, and then upload changes. At least, that's how I've often done it. Otherwise, users need an independent list somewhere with UGA IDs and advisor MyIDs to create upload files.

@mzhead how about this comprise? A dropdown that lets how specify how you want the download.

• As a lsit - will be the current bevaior
• Same as upload - set the column headings in the file according to the selected file operation.
