EVA-X lacks EC capacity with a stock KIS only install

When people run the mod with KIS but don't have lifesupport mods installed, the EVA-X never gets EC assigned by the config. Consequently the antenna can't be used.

Not sure what the baseline charge should be, 200? All depends on how we want to balance the amount of transmissions for the pack.

OK, I'll compare part sizes to the size of some existing batteries, and also look at how much power it takes to transmit and come up with a figure.

The above has been pushed out as an update for a week now. It's a tricky one to balance as the amount of EC needed to transmit a surface report from the pad at KSC is over 100, but that's a lot of power to fit inside a small part. Will have to balance by upping the cost a bit.

Can that EC draw be adjusted via the ModuleDataTransmitter packetResourceCost field, and reducing the packet size so it transmits slower? Or reducing the packetInterval?

Then again, a part like that is kinda what you'd expect late-game, so increasing the cost is always an option. I'm not overly worried, most players I've seen seem to rake in the cash with no problem :)
