BUG: Fuel cells should throttle to demand.

There are some reports that the fuel cells are not throttling to match demand. Investigate.

    Tested and working correctly. However the throttle UI does not always update to show the throttle setting. Stopping and starting the fuel cell updates the UI (this appears to be a stock KSP issue)
