Tracks `RefSeq Genes` or `Ensemble Genes` are not available at UCSC

If I follow your link to create the .gene_table file, I can't find the tracks RefSeq Genes or Ensemble Genes. I guess for RefSeq Genes NCBI RefSeq seems to be the correct track. However, I haven't found a proper equivalent for the Ensemble Genes track.

Is there also any way to directly use HGNC Symbols as IDs for the CLI version?
