When an Instructor is removed from an ARTCC for inactivity, the system does not automatically reset them to C1

    It's not meant to. I do not want any automation rating changes with CERTs that don't have a human to trace things back to. All rating changes require a human link for validation and rating changes with CERT 2.0 will be told about the person making those changes. So the new site is built to that specification. If an I1 is removed from inactivity, the ATM/DATM/TA should be contacting USA3 regarding that for I1 revocation.
