Boost libraries

The master branch is currently failing to build in a Linux environment due to the boost download failing. I believe the default mirror dl.bintray.com/ has been shutdown. Vera should be changed to download the library from an alternative location, maybe directly from the github releases https://github.com/boostorg/boost/releases.
