Update Debian with version 1.3.0

Hi,

From many years Debian is using vera++ version 1.2.1, and has not been updated to 1.3.0. It would be be very nice to upload the new version in Debian to be able to use python script.

Is there some points blocking to do this ? If help is needed i can spend some time on this task.
