Enable -s (show rule name) by default

Showing the rule name by default makes it much easier to get the documentation for rules to understand them better, and to more easily toggle rules and and off in config files.

If we don't know the rule name, it's much harder to lookup information about a vera message.

On the other hand using -s is quite easy :-) I don't have any strong opinion on the subject, but I'd like to avoid to change the command line behavior again, so this change will probably be considered the next time we break the backward compatibility.
