/notifications is broken when logged out

As you can see in this screenshot, this is the page that we are greeted with when we visit /notifications directly, and the visitor is logged out.

There should be a login button somewhere on this page, and the UI should be consistent with the rest of the site...

@avindra It's fixed now. Now you will get re directed to the sign in page with a hint that you need to sign in to access that page.
