Remove issue tracker from github

Bitbucket allows anonymous issues (if we have not forbidden them in repository configuration), so issues by non-bitbucket users still can be posted. Closing github issue tracker also will not make it impossible to send pull requests to VAM-kr github repository.

Just made sure: vim-pi repository settings do allow anonymous issues.
