Selecting default python implementation different than cpython

At the moment there is no mechanism to select non cpython as default using .ini file.

Anaconda Python is registered in the Windows Registry HKEY_CURRENT_USER\Software\Python\ContinuumAnalytics\Anaconda36-64\InstallPath but it seems the launcher does not look at that, and there's no other way to configure it e.g. with the py.ini file either.
