No need to decode the exported key if armor is set to False

File: gnupg.py Class: GPG Method: export_keys

A decode operation occurs on the return statement of this method. But if the armor flag is set to False, the gpg command will return a raw stream of byte. So there is no need of decoding in this case. Strangely with latin-1, it never crashes but with other encoding like utf-8, it crashes in most cases.
