Display ads running on a building.

Instead of immediately graying out the ad used on a building, the menu item for that tech on the building could be replaced with information about that campaign, views, cost, revenue, time left, etc.

This is resolved by having an ads display in the corner and having a list of past ads shown on advanced building info
