Reverse thruster not working with controller

The "Decelerate" binding does not seem to work

Steps to reproduce:
1. Have a controller plugged in
1. Bind a button to the "Decelerate" control via the controller configuration menu
1. Try to use the button in game (after getting the reverse thrusters)
