Add a config option to disable menu transition animations

There is a efficiency problem with the menu system on my x201 with Windows 7 and Intel HD graphics. The main symptom is extremely poor performance only in the menu system when animating through the menu hierarchy, and returning to the game. A config option to disable these animations would help in situations like this.
