After changing the view settings in the menu bar (i.e. enabling Range Circles) and restarting the app, the settings are not saved.

Can you check a setting for me? There is a setting in macOS System Preferences that can prevent QTH from saving window settings.

Go to System Preferences -> General and look for the checkbox labeled, "Close windows when quitting an app".
