Preferences: SSID/Symbol accessible even though callsign is set to N0CALL

Joerg Schultze-Lutter created an issue

This is perhaps just a minor glitch with the beta. Even though my call sign is set to N0CALL, I can set both symbol and SSID via the dialogue.

    I think I will let unlicensed users change these settings even though they won't be a able to transmit them out. At least it will show on their local display
