Sub-Tenant Contacts not visible when logged in as Tenant

When logged in as Neoma Cottam, World Communications, Inc, and looking at the View Current Contacts list none of the sub-tenant contacts are showing. WCI has (3) sub-tenants with (5) contacts assigned and none of the contacts are visible.

Sub-tenants now only view their sub-tenant's contacts.
