Contacts with no roles

We've been entering contacts in FM for everyone who has an access card. And sometimes those people do not have any role and/or any contact information besides their access cards number.

In the customer portal all contacts are listed by alphabetic order regardless if they have been assigned roles or not. It would be helpful if we could have the contacts with access card but no role show up separately from the contacts that actually have roles.

We could have the contacts that have roles on top and the one with access only at he bottom with a note somewhere that says "access card holder only".
