Enable a method to do a site/space "local" glossary

Our corporate confluence instance contains well over 200 spaces,

for various company wide (mostly software-) projects
as well as pretty small, lowkey projects
as well as sites for various internal/busines-side information.

In our software projects, there are quite some terms we would like to put into a glossary, but not company-wide. Thus we require a method to be able to decide which term gets displayed globally and which term gets displayed only locally in the same space.

Ideas on how to solve this:

Make another metadata entry in Term Information like:
Display: “Local” / “Global”
to be able to decide per term
Couple it to proposed/approved (I’d rather have option 1 though)
Administrative setting to choose all spaces that get globally displayed/not globally displayed
