Clean up Glossary Management

Due to the recent addition of many new features, the administration page “General” is cluttered with many non-related options. It would be nice to put those options in proper tabs instead of having all on the same page - The General Page already has a good idea how to do this, as it provides links for those “Highlight”, “Global glossary”, “Permissions” etc.
