Remove use of libicu

libicu is currently used to decode text/html parts not in UTF-8 or ISO-8559. Instead, the notmuch binary should be updated either with a --include-text-html to include html right in the JSON or an option to convert when exporting a part.

    Remove use of ICU now that notmuch 0.17 is out

    notmuch 0.17 included my patch which added --include-html argument to the show command, so that the html comes out in the JSON for the thread.
