What about a clickable link to http://mss.readthedocs.io/en/stable/ respectively the develop branch for the stable/develop versions? The Changes document should be contained on those sites, IMHO.

This could also be added as Entry in the "Help" menu as "Open online documentation". Qt offers the service to open an URL in the default browser, which works on Windows and probably on other OS as well:

    QtGui.QDesktopServices.openUrl(QtCore.QUrl("http://mss.readthedocs.io/en/stable"))

Commit dd6ff5324eb175b4b3e939671360816403c2da8f made the link in About to documentation clickable and commit 73385000e842fd4a7d7b74dd1c25e0b2ab95da98 added a dedicated entry to get to the documentation.

So, it might be simpler to include Changes.rst into the documentation and provide a link in the Help/About to the Changes on the website.

Adding the changes.rst to MSUI itself would require converting it to html and putting that html somewhere MSUI can access it. As MSUI is nearly useless without an internet connection, I think including Changes.rst into the documentation in a what's new section would be preferable.

    no we don't need,

    developer should read repository.

A common user has not much more information if he would read this file without looking at the repository too. most information is not useful for common users and a developer knows about it already.

If we want to inform users about highlights of a given release we need something else
