initialize serversite capabilities

the server could initialize on startup its capabilities based on existing files and provide this to all clients requesting this information.

We may add on clientsite to the get_map query a checksum of that XML data which can become compared to the server site capabilities document. If the server recreates because of new files this capabilities data we could verify on client request, that the client want to have an update.
