Support basemap 1.1.0

Currently, basemap is fixed on version 1.0.7. Basemap 1.1.0 has been released, which is compatible with matplotlib 2.x.

    removed basemap fixation to 1.0.7

    The new release of basemap is ready that is compatible with matplotlib 2.0. Prepare support for basemap 1.0.7 and basemap 1.1.0 for next release.
