Coastlines of Frontend and Backend do not agree in stereographic view

The problem is apparent in the current developer version with basemap 1.1.0, matplotlib 2 and pyqt5. I think, it was also present with basemap 1.0.7.

The "bug" is caused by a faulty JSON file distributed, e.g., for the WISE campaign. The crs_to_mpl_basemap_table contained a wrong translation of a default code for stereographic maps that overwrote the local behaviour with a wrong center point. For stereographic projections, no entry is necessary. The whole section should be removable in almost all use cases.
