Enable support for two WMS servers of the Netherlands

• init time is called reference time
• WMS capability document has no contact information
• WMS capability document has no access constraints
• Test cases were updated for contact information.
• Fixed a bug in new unicode WMS capability browser testcase, which failsin Py2.
• If the Map is retrieved successfully, but not the legend - display the map, but skip the legend.
