PROJ_LIB problem during build was fixed on mss-feedstock

In #393 we reverted the workaround for the PROJ_LIB env variable.
This should normally be defined by conda activate, see
https://github.com/conda-forge/proj.4-feedstock/blob/master/recipe/scripts/activate.sh#L12
On building 1.8.0 we had the situation that all CI checks worked but the last step failed to create the files on the conda-forge repository.
I added patches on the feedstock again https://github.com/ReimarBauer/mss-feedstock/commit/3f1062c507d5d589fd840aae6da8eb9b31689ec1
The test if that is still needed can be done by using a different build number and removing the patches.
I had not found the right place by filing this issue, for a start it is now here

this will be fixed by the next conda release

There is work in progress on this issue, likly we solve it on the CIs before we need a 1.8.1 there
