refactor MissionSupportSystemDefaultConfig

currently we have the module MissionSupportSystemDefaultConfig on the msui level. We should move it to mslib and make it the central place for all kind of defaul configurations we can alter by json files.

We may be could also add here defaults of the mscolab server too. We have to check what we can add from the wms server settings.py. Which parts for the wms server configuration are mandatory to stay as python code.
