builtin server needs temporary test data

We need a simple startup data set for the builtin server. It should be fake data. Also on that data a mss_wms_settings configuration in wms.py.

mswms.py should get a parser argument --test-data

Based on this we can improve the documentation for server setup and write tests for a lot of our compounds.
